Carlos Vazquez - Managing Member
As the managing partner of Metropolitan Development LLC, Carlos Vazquez is responsible for overseeing the company's operations in pursuit of its established goals. These responsibilities include overseeing the financing, acquisition, development and management of new residential and mixed-use communities in the mid-Atlantic region. Through his leadership, the company has rapidly become one of the leading development companies in the region. Mr. Vazquez's wide range of architectural, planning and development expertise endows the company with a unique perspective. His area of passion and expertise are in developing luxury garden, mid rise, and high-rise residential communities with mixed-use retail components in a high barrier to entry market. He assists the company in the strategic positioning of each development. A graduate of the University of Maryland with a degree in architecture, Mr. Vazquez later earned a Master of Science in Architecture and Engineering from Catholic University.
Mark Wilbur - Chief Financial Officer
As Chief Financial Officer for Metropolitan Development LLC, Mark Wilbur brings over 30 years of experience in structured finance, financial management, contract negotiations, administration and all aspects of operations. His primary areas of expertise include financial analysis and reporting, business and strategic planning, and new business development. At Metropolitan Development, Mr. Wilbur is responsible for structuring capital transactions and contract negotiations as well as the oversight of operations and project budgeting. His extensive experience and long term relationships throughout the Washington-Baltimore Metropolitan area have proven to be advantageous for the growth and success of Metropolitan Development. Mr. Wilbur has been responsible for the debt financing of more than $250 million for Metropolitan Development's numerous projects. Mr. Wilbur previously held the position of Chief Financial Officer and Treasurer for Lessard Architectural Group Inc, and Chief Financial and Operating Officer for Casals and Associates, Inc. and Kemron Environmental Services, Inc. Prior to that he held the position of Senior Vice President of Finance and Administration of InterAmerica Technologies, Inc. Mr. Wilbur received his Bachelor of Science in accounting from Rider College.
James Wurzel - Director of Construction
James Wurzel is the Director of Construction for Metropolitan Development LLC. He has the primary responsibility for the pre-construction, construction and post construction phases for all the company's communities. This includes site and architectural plan review, value engineering, construction specifications approval, final budget approval, selection of the General Contractor, obtaining all permits and bonds, construction oversight with particular emphasis on quality control and adherence to the budget and schedule, building turnover and final municipal approvals. For the past twenty-five years, Mr. Wurzel has been actively involved in the residential construction industry. Focusing primarily in the mid-Atlantic and Northeast regions, he has positions in Sales, Construction, Purchasing, Land Development and Customer Service. As a former General Contractor, Mr. Wurzel provides Metropolitan Development with an excellent insight into the myriad processes required to bring a community form inception to occupancy. Mr. Wurzel is a graduate of the University of Texas in Austin. Upon graduation, he was commissioned as an officer in the United States Navy and served his country with distinction for six years. Mr. Wurzel joined Metropolitan Development in 2006.
